Initially, the Uptown Oakland plan may not seem that exciting. But look closely, and you'll see heavy use of pleasant courtyard housing, the promise of better street life and close proximity to two BART stations.

A charming anecdote from the childhood of the future Queen Victoria can be found in Lytton Strachey's classic biography. When still a young noblewoman of five or six, she is introduced to the aging King George IV. "Give me your paw," says the fat, dissolute monarch to the future Empress of India, who duly complies. At that moment, the biographer writes memorably, "Two ages touched hands."

Two ages also touch hands, in a metaphorical way, in the specific plan for Loma Vista in Clovis.

We've all seen in recent weeks the cruelty of hurricanes uprooting houses as easily as trees, tossing cars into fields and reducing farms to rubbish heaps. Tropical storms go where they want, and anything less than monolithic masonry is a goner. Even with the damage they bring, however, hurricanes are kinder than freeways.

Only two exceptions are available to alter the impact of freeways: In the case of elevated roadways, we can take them down, as San Francisco did with the Embarcadero Freeway along the waterfront. And in the case of corridors located in trenches, we can build above them.

San Ramon City Center is an ambitious, 39-acre mixed-use project in the Contra Costa County city of 50,000 people. CP&DR Contributing Editor Morris Newman doesn't think much of the project, but he concedes that he might be asking for a little too much.
