Encinitas is a General Law City operating under a Council-Manager form of government, with a Mayor elected at-large and four City Council members elected within single districts.

The City of Encinitas seeks a strategic and innovative leader, who is a collaborative team player, to serve as its next Development Services Director. The Development Services Director provides administrative direction and oversight for all functions and activities of the Development Services Department, including planning, building, housing services, sustainability, and code compliance. This position coordinates assigned activities and operations with other City Departments and outside agencies; assists the City Manager in strategizing, planning, organizing, and directing specified projects and activities; and provides highly responsible and complex administrative support to the City Manager. They oversee the implementation of objectives, goals, policies, and procedures for the Department and contribute to the overall quality of the Department’s service by developing, reviewing, and implementing policies and procedures to meet legal requirements and City needs.

A bachelor’s degree in planning, public administration, business administration, or a related field is required. At least eight (8) years of recent professional managerial experience in development services, planning, and/or public administration, including at least three years of supervision, is required. An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job may be considered. Public sector management experience is required. A master’s degree is highly desirable. A valid California driver’s license is required.

Knowledge of urban and regional planning, zoning, and development theory, principles, and practices, including the California Environmental Quality Act (CEQA), Subdivision Map Act, and related statutes, is desired, as is knowledge of applicable local, state, and federal laws, rules, regulations, codes, and/or statutes; land use, zoning, and building codes and ordinances; and advanced principles, practices, theories, and methodologies in the assigned area of responsibility.

The City of Encinitas offers a competitive salary range of up to $247,400 dependent on qualifications and experience.
