A proposal from residents of northern Santa Barbara County to divide the county in two is making progress. An election on the creation of Mission County could occur as early as fall of 2004, although voting in 2006 appears more likely. Different approaches to land use — the north is seen as much more amenable to development than the south — lie at or very near the heart of the movement.

The proposed compact — important components of which remain unsettled — is a key part of "Shaping Our Future," a multi-agency effort to address growth, conservation and transportation on a regional basis.

Tejon Ranch owns what might be the largest contiguous stretch of land controlled by one property owner in California. Since the mid 19th century, the Tejon Ranch property, located along present-day Interstate 5 in Los Angeles and Kern Counties, has served primarily for cattle grazing and sport hunting. But Tejon Ranch Company, a publicly traded corporation, is now pursuing major development projects on opposite ends of the ranch.

An 11,000-unit housing development and 325-acre "employment center" has won approval from the City of Lathrop, in the San Joaquin Valley east of the Bay Area. If built, the project would be the first major urbanization of one of the many flood-prone islands in the Sacramento-San Joaquin Delta.

Measure U, approved by 60% of voters in November 2002, amends the general plan to dictate what territory the city should annex during the next 25 years.

So as Caltrans has opened segments of the Interstate 210 freeway in Los Angeles and San Bernardino counties, the road has received an unusual amount of attention — especially regarding how the state actually built the freeway and what impact it will have on traffic congestion. But the most interesting, and easiest to overlook, aspect of the 210 Freeway's construction is the fact that it has altered the role of a major arterial street through a series of suburbs.
